Create and Process / Set available buttons stock move

I have installed the latest odoo which is currently published online (odoo_9.0c.latest_all.deb), but when I click on stock moves there is not "Create" button. I first have to click on a previous move after which a EDIT and CREATE button are displayed.

Now I might be wrong, but after a stock move I can not Process or Set as available it as administrator. Did those go somewhere else?
