Can I use Odoo website builder to create a job board with a resume/cv database that can be browsed and filtered by premium account employers? Job seekers should be able to edit their account information like a cv/resume with skills, education, years of experience, location, phone number, email, short bio, etc etc. Can I build such website with Odoo community edition?

Yes you can use odoo website to create Job board and customise as per your requirement.
There is one module named "website_hr_recruitment" in odoo base where job seekers can apply for the opened Job positions you can take reference from it.
