I am just about to buy a few odoo licenses as I am planning to develop a custom module for a client, but I have the following question.
If I buy licenses for the Cloud Hosted Odoo, will I be able to develop and deploy my own modules?

Odoo Cloud Hosting do not let you upload custo Modules.
In Odoo Cloud Hosting you can either Odoo Studio or via configuration you can create new data structures, new views and with the help of computed fields and automated actions logic like in custom module but not 100%
If you use odoo.sh, then you can also upload custom modules.
