I want to import bulk inventory how can i import initial inventory opening in odoo 13

Inventory --> Operation --> Inventory Adjustments
Step 1) Create Inventory Adjustments with multiple products and click Start Inventory
Step 2) Export all records product, Product qty with options, I want to update data (import-compatible export)
Step 3) Edit the excel records and edit product qty, save and import into system at the time check External_id, Product ID and product Qty only.
Step 4) After importing the product qty, finally validate inventory
I tried doing the same thing but the only thing that it shows are the products for which an initial inventory has already been created.
Basically what that means is that ONLY the products for which I went and individually created an inventory line via the odoo GUI are being displayed.
It seems unless I go and manually create an inventory line manually , there isn't a way to bulk upload initial inventory adjustment.
