Refer to official documentation of odoo 15 on setting up Paypal as payment method:
https://www.odoo.com/documentation/15.0/applications/finance/payment_acquirers/paypal.html
After creating payment method simply go Website| Configuration| Payment Acquirer, Select Paypal install if not installed else enable it.
