I'm encountering a conflict between two access rules in our inventory system. One rule allows users to access and create records for branch transfer operations (with Read/Write/Create checked), while the admin rule—meant to grant full access—appears to be blocking record creation due to restrictions on location and picking type. I suspect the issue is that one rule is allowing access, but the other is explicitly blocking it. What's the best way to resolve this conflict while still enforcing the appropriate security controls?
