Is there a way to add an Admin password requirement for deleting a database?

By default admin password is admin.
You can change it in the config file admin_passwd = your_password. Then restart your Odoo service
You already need the Odoo admin password in order to use the database manager UI at /web/database/manager
Well somehow a user without the admin password managed to access the database selector. Imprenta sure she doesn't have the password.
It is your responsibility to protect your passwords. Your question is answered and your issue is obviously not related to Odoo.
