can you explain me step by step where is add this rule maybe in access right but how to add i don't know i want just this user see own data just for this user
You can either add from the code or from the user interface.
To add from the user interface, if you activate developer mode, you will see record rules menu under the settings -> technical

Probably you can create a rule like this to allow user who have create his Journal Entry can only access to his own
