Can someone tell me how to give right for an internal user to have the Edit button like this

This is how I access there:

Sales->Configuration->Quotation Templates -> Button »:DESIGN TEMPLATE  - « Button »:Edit
As administrator, I have the rights for that but where can I grant accès to other users.

The Edit button is not present for other internal users
