As i understand, odoo is under AGPL, so the code is free. So if I modify (build as a new product) then publish as commercial product, will I be charged any fees?

Your understanding is not correct. Odoo 8.0 and older are AGPL-3, Odoo Community Core 9.0 or newer are LGPL-3. Also the code might be free of charge, but is always subject to the terms of the corresponding license which offer more or less freedom and which is defined in any module.
