I have been seeing a lot of talk of the sale_layout app however it does not appear in my app list when I search for it. I am using v7. Anyone can help?

Are you talking about this module? https://www.odoo.com/apps/modules/8.0/sale_layout/
Its not available in V7, only in V8.
