when i am running odoo v8 in localhost
http://localhost:8069/web/database/manager
got this error
any suggestion to remove this error

Thanks for that picture. i'm not sure, but it is a problem with your database.
Try to reinstall the PostgreSQL database.
Look at this link, there can you see, how you can install it and where is the database path.
