Odoo module for categorize suppliers by group or tags and send RFQ

Question

Can be build a module for Odoo SaaS or community version for: categorize suppliers (from purchase -> vendors|suppliers|partners) by group or tags in order to send them RFQ using tags or groups FROM the screen of sales quotation from ?
BTW, this is off topic but just in case... if module can be build and you can do it, please send also PM for quotation!

The below module lets vendors edit RFQ online so that you can get new price. Let me know if this helps you
