Community Editions are an open-source version of Odoo which is available for free of cost and does not require a license fee. In comparison to the enterprise edition, the functionalities are limited.

Yes, community edition of odoo is totally free. There are no limitations. You can extends the workflow by coding side. Some external feature are available in only enterprise edition. If you need more detail contact us.
