I am a bit surprised that, with Odoo being a Belgian company, the software seems not to be compliant to the belgian legislation.

Odoo is based in the french speaking region of belgium, so invoices should be issued in the french language.

One is free to attach a translated invoice in a language  the customer understands. (Such as english for example).

I have not found an easy way to do this without custom development. Or am I overlooking something ?

This!!

I was wondering the same thing as this is not a minor legislative miss?

so the wanted behaviour is:

1. Set up the main invoice in the obligated local language of the area/country.

2. Copy the invoice in the language of the customer. At least a language that both seller and buyer understand.

3. Send main invoice and the translated invoice copy to the buyer.

This is required for the invoices to even be valid! Seems like a biggie..

so if you activate language, you are able translate(change) what you want. this is not working for you?

It is an all or nothing solution. When i change the language of a user, the user will receive all communication and documents in their own language (if that language pack is installed and configured). But legislation here says i am not allowed to send an invoice solely in his own language if that differs from the company local language.

you can talk to odoo. i just trying to help, how to solve. but can not impact odoo :)
