v8 stable release module update error, don't understand the error - help needed!

I installed a fresh copy of v8 tonight and loaded an exising database. Then when I ran a command line update on all modules I keep getting this error... can't figure out what's going on here.

submitted as an issue on github, a second user said they have the same problem. When upgrading "base" module in the most current release. Anyone else seeing this?

NO RESPONSE FROM ODOO COMMUNITY or ISSUE TICKET. OTHERS HAVE THIS SAME ISSUE.
