TaxCloud will not recognize any customer as an exempt entity without a valid ExemptCert identifier, which is provided by TaxCloud when an exempt customer fills out a form implementing our AddExemptionCertificate API.
After initial form submission, Odoo can present previously saved exemption certificates, which customers can apply to the order.
Although it may be inconvenient to expect an existing customer to fill out a form (once), the benefit is absolute relief of liability for the retailer, even of the claimed exemption is fraudulent.
So long as the purchaser claiming the exemption fills out the form, and the commerce platform has a billing address for the purchaser, the purchaser will be held liable for the claim, even if fraudulent!
Ordinarily, retailers do not get such accommodations from states, but TaxCloud is different. Our agreement with states shields retailers from customary obligations to determine the "reasonableness" of an exempt entity claim.
if you still have no appetite for merchants filling out the form once, and you are intent on taking full responsibility for uncollected tax, you can simply use TIC 99999 For each item being purchased, and TaxCloud will not recalculate.
