there's problem with Community edition v12 in rtl
i installed rtlcss i used ubuntu 18.04 and i tried to install new database
but the issue still exist

If you are using Yeneth installation scribt the Arabic RTL will not work unfortunately ,I was suffer from that,
It solved with me by installing it manually it works like Charm.

RTL is default feature in odoo12
In this case, there should be some issue with my installation, I installed the latest update on a local machine, is there any known issues?
Can you update the question with the issue that you are facing? web RTL are you referring to custom module available in the store? or default rtl functionality of Odoo 12
