There is no title named Technical Feature to activate on my new install of Odoo 12.
How do I proceed!?

The Module name was "theme_jolly" and in Odoo 12 Modules can't be named "theme_"...
Or, they can but then they will never show in the list of Modules, rather in the list of Themes!
In manifest, category need to be Theme/Corporate.

if Developer mode is activated then you can click on 'Update app list' menu..

No problem. Just enable the debugging mode. Then you will be able to see the update modules list in the apps menu.
To enable the debugging mode:
i -> go to settings you will able to see the menu on the right side
ii -> edit the url and type debug after the web?
Then go to apps menu
After that click on update app list. Then you will be able to see the below wizard.
Click on update.
And your apps list will be updated
1. Use the live chat to ask your questions.
2. The operator answers within a few minutes.
