I could not find the fiscal localization settings in the Accounting app settings. Am I right? or I have an issue with the installed instance?

The fiscal localization settings will no longer be visible once transactions have been entered into the database.
any answer for this question? I have same issue with this
I installed two odoo 12 instances. Setting>Invocing>Fiscal localization appears in one instance, but not the other. Which configuration results in this?
