No, v8 is still in development. The move of the nightly builds to Github is in progress. The old ones on launchpad did stop on 4/17. New ones are supposed to show up on Github "soon". You can find the offical info on the transition status in the wiki on Github at: https://github.com/odoo/odoo/wiki/GitHub-Transition
