What does this mean??

class order(report_sxw.rml_parse):
def __init__(self, cr, uid, name, context):
    super(order, self).__init__(cr, uid, name, context=context)
    self.line_no = 0
    'time': time,
    #'line_no': self.line_no,
    #'blank_line': self.blank_line

def line_no():
    self.line_no = self.line_no +1
    return self.line_no
def blank_line(nlines):
    res = ""
    for i in range(nlines - self.line_no):
      res = res + '\n'
      return res

I'm trying to add these function.
