We call this consignment, when we take a certain group of products and move them to a customer warehouse under lock & key, with a signed contract agreeing to their responsability of said inventory.  They can consume whatever they want during a period of time (usually a month) and then we make a physical count at the end of the month and invoice them for the consumed quantities.  But I realize this may be handled by Odoo as internal transfers instead of calling it consignment.

So what we need is to move products from our main warehouse to a virtual warehouse and store it there for some time.  Then we need to be able to make SOs from that warehouse to the customer.

How do I do this in Odoo v11 CE without any additional modules?  Is there simply a way to create the virtual warehouse and move product from the main wh to the virtual wh (without invoice) and then from the virtual wh to the customer and then invoice?
