When I look in Configuration --> Settings, I do not see this:
Which is where I would normally set the package.

This area of the configuration panel is hidden if any of the following records existing in the Company:
Invoices
Bills
Journal Entries (other than the default unposted Tax Return one)
Payments
Bank Statements
If you delete these records, the panel will show and you can change the Chart.
