Hi,
If you are using the Odoo community edition the migration has to done by yourself. While migrating from v9 to v10, you can migrate the database using the Open upgrade tool available . You can check here: OCA - OpenUpgrade
If you have used custom modules in your instance you have to migrate those modules too. This has to be done manually. If you are enterprise user, the database migration will be done by odoo, and for the migration of the custom code they will charge you. if you are enterprise user, read this: How To Migrate From Odoo v9 to Odoo v10
