Ive backed up my db in v9.
Ive installed the v9 on another computer.
Now I want to restore the db onto the new computer but I get no such option when i run odoo on the new computer. I just get:

ive tried replacing web/login with web/database/manager but it keeps sending me to this form.
Did you just make an empty database (for example "test") and did you then try it again? Sounds silly, I know...
Ok. I created a test db. Im getting the could not execute lessc error which ill figure out later because i dont have apt get on my mac. But my question is, should I do anything else before restoring my database, like move in my installed modules, or will that get configured when I restore my database?
It is recommended to install all the additional modules in the corresponding addons directory.
So I copy the odoo/addons/ folder first and then I restore the db?
