How to Install new python modules in All-in-one setup in Windows

Im using Odoo 9 in Windows 7 in both All-in-one setup and Eclipse.

I have installed base_geoengine  from Eclipse , its works fine . Dependency modules is Shapley and simplejson, Postgis.

Now i need to make work base_geoengine  in All-in-one setup.

Python Packages:

I have copied the Python27\Lib\site-packages\shapely , simplejson to C:\Program Files (x86)\Odoo 9.0-20151019\server\shapely

Addons:

C:\Program Files (x86)\Odoo 9.0-20151019\server\openerp\addons\base_geoengine

Burt when i try install to install in base_geoengine from all-in-one setup

Is any tutorial steps to install modules in All-in-one setup?
