Cannot access Prefrences

in openerp 7 One of the User cant access his preferences he gets this error:

Access Denied

The requested operation cannot be completed due to security restrictions. Please contact your system administrator.

(Document type: Partner, Operation: read)

And can't figure out why.

Can you (as admin) access them via Settings>Users>Users?

Is the "Active" Button set?
