Can I backup the Odoo default security settings to be restored later?

When security settings change, you may be in a mess.

So, Can I backup the Odoo default security settings to be restored later?

and -if yes- how can I restore it?

Sure you can... 

simply go to Settings -> Security and choose Record rules or ACL
Now you can review , manualy edit, and , what you are looking for:
EXPORT/IMPORT settings (use built in csv export/mport)
Hope this helps

If I imported this CSV file, will it override the existing settings, or I should delete them first?

And if I hadn't imported the default settings before, how can I restore these default settings back again, without the previously imported file?

Exporting will create csv file with external id's for every exported record .. records with external ids starting with __export__ were most likely added manualy, all athers will maintain theri original ids, so no need to delete them, they will be uniqely identified and rewritten by imported data..
