'And other' is quite a vast question, but, in general yes, but it depends on your hosting environment. Self-hosted Odoo or hosting via odoo.sh on a dedicated server (shared odoo.sh hostings do NOT provide this option!), will allow you to access your database by the means of SQL from outside. The 'how', especially on self-hosted setups will require different steps based on your current network setup.

Also, utilizing 3rd-party modules or external connectors (i.e. for Odoo Online instances) are an option. See for example these posts related to Power BI
