For my multi-company setup, I had no problems choosing Invoicing>Configuration>Settings>Package - "Singapore Chart of Accounts" on Odoo 12.0-20181118 (Community Edition)
But when I selected my second company, I received an error. Error message below.

The issue I faced was primarily a access rights configuration. It has since been fixed.
