In product form, why
- page "Sales" visible or not visible in relation with field "sales_ok"
- page "Procurements" always visible ( never depends field "purchase_ok"

Because purchase is the key part either you manufacture or direct purchase.
Whatever you do sell you have to buy or produce, if you produce(manufacturing) than you need to buy matirial. so in any case you have to purchase. those are necessary part.
there may be other possibilities too for not making hide if purchase ok is unchecked in product form!
