Why is the post button disabled when I attempt to review/comment on an app? Is there some kind of minimum that I have to achieve to unlock this functionality?

If you are talking about Odoo Apps, you need to be logged in to leave a comment and rate an app.
Unfortunately that is not enough. I tried it being logged in, it does not matter.
Yes, I'm aware of the need to be logged in. I've tried commenting/rating on one app and one theme and both times the post button is unavailable.
