Hi,
Yes, you can migrate your database from V12 to V14
if you have custom addons or custom developments first you need to migrate all those to target version. Then you can migrate the database
If you are using the enterprise version you can migrate the database using
If you are using the Community edition you can use Openupgrade scripts
