I'm working at Vertel and we do much translation for the Swedish market for Odoo and have done so for many years.
While the documentation itself is indeed on GitHub, the translations are managed on Transifex: https://explore.transifex.com/odoo/odoo-17-doc/
Translations provided there, are pulled automatically into GitHub. See for example the heading in this PO file: https://github.com/odoo/documentation/blob/17.0/locale/nl/LC_MESSAGES/administration.po
To request Swedish as a new language, go to the Odoo 17.0 docs page I linked above, and click the 'Join this project' button on the right side. After logging in, and search for Swedish. Then click the Request Language button.

Thank you for your input! I have now applied for Swedish at Transifex.com and waiting for reply!
While I'm waiting for approval I do some translation in a po-file with English as a source!
