Odoo Online (SAAS) actually offers one app for free. so you register online install any single application and use it for free for any number of users.
Yes, you may go to Apps and select Fleet to start your trial. For more info contact sales@odoo.com .
if you are looking for the fleet app, you can use the community edition which you can use freely.
