Yes, this is easy to do. Go to Sales / Configuration / Settings, browse the page until Pricing / Sale Price and check « Specific prices per customer segment, currency, etc. »

Thanks Xavier Brochard, that was helpful. Would be more beneficial to hold such information at catalog level but then again everyone has different views.
