Is their any option for track issued devices to employee for the part asset tracking in openERP v7 ?
which are the required plugin for that ?

I am not sure to understand your question, but if you want to keep track of products assigned to employee, we use the warehouse management module with one location per employee and we move serialized products (laptop, screen, IP phone) to (or from) the employee's location.
If you need track spare parts for assets then you can use module Asset, that support asset location.
