I am having a hard time trying to find the location for setting up fiscal positions.
Most of the drop down option fields on OpenERP have that "Create and Edit..." option. I wonder why Fiscal Position field does not have that option too.
Got it:
Accounting -> Taxes -> Fiscal Positions
