Can I set a minimum stock based on a BOM and have it populate RFQs for the products which compromise the BOM?
Or do I have to make separate rules for each product? I know I can have products share a single rule, I'm just concerned this would get out of hand unless I controlled it by BOM.

Not sure, but may be by using MPS you can so this. Only you need to add forecast qty of your manufacturing order.
