Is there a way (or maybe an addon - I did look but didn't see) to provide a discount based on the payment method chosen at checkout (when someone is purchasing your goods online)?
Alternatively, is there a way to provide free shipping based on the payment method chosen?
Ok first of all , there is a way to do that.
You can create a 2% Discount Code and let them apply it at payment screen for CC Payments,
while your request is for CC payment it will work. For other methods , need to discuss. Please read How to apply a discount by payment method in odoo e-commerce
Also at Promotion method you may select free shipping on conditions but you have to explain more what was your expectations from Odoo about free Delivery.
