If I understood you correctly:
OpenERP stores dates using the date datatype, with UTC timezone. The date format is not relevant for the database storage; it's only relevant when you convert a date to a text representation.
ORM returns the date from the database in ISO format. Clients get to use that or reformat based on whatever they want.
