How to insert action in action menu (act_window)

Question

Hello guys,
I'm new using Odoo 13 and I'm struggling to add action in menu action.
With the code bellow I added action Activate, but I couldn't figure out how to connect this action with my method. Please help.
< act_window  id ="toggle_c_active"
name ="Activate"
binding_model ="clients.clients"
res_model ='clients.clients'
view_mode ="form"
