I would like to know if it's possible to create ticket (helpdesk) for the database A from the database B through their website.

Yes, you could have the website form (database B) generate an email to the database A where you wish to create the helpdesk ticket.
Ok thanks a lot, do you know how I do that?
On the helpdesk database
- Create the email alias on the support team where you wish to create these tickets
On the website App/ database if you using Odoo, click on "Edit" top right
- Add & edit the form with the fields you wish to have
- On selecting the 'Submit" button you can provide the action "send an email" and the recipient email "alias on helpdesk team" on the right edit page
When the user fills out the form and submits, an email with generate and this email will create a new ticket on the helpdesk database
