In order to avoid duplicates in the database I want to limit partner creation to one user in the enterprise. How to do this ?

This app - https://apps.odoo.com/apps/modules/9.0/crm_duplicates/ - would let you esily (through the interface) restricts users to create duplicates
To avoid Duplicates entry to create unique constraint
