In that case, you need to create one email template using UI and after add the automation rules based on your RFQ conditions.

Hi,
You can try using odoo automation rules For that,settings -> Technical -> Automation -> Automation RulesCreate new rule

Click on the Add an action button and choose send mail option
choose your created email template there
You can create an email template fromsettings ->Technical->email->email templates ->create
