I'm using windows 7. I installed odoo v10 and uninstall it. But I can't delete all file/folder from C:\Program Files (x86)\Odoo 10.0

Remove Odoo 10 from add/remove programs
Open taskmanager and find odoo-server-10.0 (under services) - right click and choose Stop.
Now you can go to your installation directory (ie. c:\Program files\Odoo 10) and remove it completely.
Also be sure to remove the postgress sql server from the software list
