I am unable to create a bill in Odoo before receiving any materials. We have a few invoices and bills to reconcile by end of the year. Is it possible to create a bill in Odoo 14 without receiving any inventory?

To create bills/invoices before you are receiving/delivering the materials, there is a configuration on the Product Master.
If you are keeping the configurations like above, the bills/invoices can be generate before the delivery.
