=> DigitalOcean : data centers located in Germany and the Netherlands, and they are GDPR compliant.
=> Hetzner: data centers located in Germany and Finland, and they are GDPR compliant.
=> Linode: data centers located in Germany and the United Kingdom, and they are GDPR compliant.

You can go for Cloudpepper (https://cloudpepper.io). The company is registered in Belgium, and their platform with which you can create Odoo Instances (both Community and Enterprise) allows you to connect with any cloud provider, so also EU cloud providers that adhere to GDPR.
