does not make sense why the project module is not relate to manufacture. it should be related. example : i have a project material, i have one item for multiple purposes like production which is this material have a cost amount. how can relate to project if this product can be use both. any advice?

In a manufacturing process (as defined in a manufacturing order) a product can be produced by consuming other products as defined in the bill of materials. In a project, a product can be used as material in a project as part of a work/service, but such a project does not define a product. That does not imply and not need any relation between manufacturing and project management. Otherwise you have to elaborate your use case in more detail.
